Avast is free and it is the best antivirus scanner. I've had it clean infections that AVG could not.

I don't know what you mean by make one, but the best free one available is Panda Antivirus, take it from a computer expert. AVG is decent, honestly I hate it though, and it is highly overrated, trust me Panda is best.

I don't really understand your question.
You can't make an anti-virus program, unless you have lots of money and a programming team of course. =P
But if you want to install an anti-virus program for free, there are a few available.
AVG:

The above three are pretty good, but be sure to only install and run one only! Running multiple anti-virus programs simultaneously can cause conflicts!

avg free edition is decent, but clow scanning. If you want the best, buy NOD32.
Get AVG free. It works well for free stuff. But if you want the best, go with Norton (but you have to pay)
most virus are spread through IE. IE is not a safe browser. you should use a more secure browser to protect your PC from virus.
i recommand you to use firefox with Google toolbar. firefox can block any any popup and disable any virus and adware, spyware on webpage, so, firefox is much safer than IE browser. as you know, most of virus spread throught internet and webpage.
besides, firefox is much smaller than IE, so it run faster than IE.
